国(境)外学历学位认证服务使用协议 (中/EN)

甲方:教育部留学服务中心

  乙方:国(境)外学历学位认证申请人


  1. 协议签署

  甲方按照本协议向乙方提供基于互联网的“国(境)外学历学位认证”相关服务。乙方需同意本协议的全部条款并在注册过程中点击“我接受以上协议,继续申请”按钮,以表示乙方接受并签署本协议。

  2. 服务内容

  2.1 甲方提供的国(境)外学历学位认证服务是依乙方的申请,对乙方获得的国外学历学位的合法性、真实性以及与我国相应学历学位对应关系作出的技术性认证和证明,不具强制性。

  该服务是对客观事实向他人作出相对权威性的陈述,以增强该事实的可信度。

  2.2 甲方对下述证书提供认证服务:

  (1)在外国大学或其他高等教育机构学习所获相应国(境)外学历学位证书和高等教育文凭;

  (2)在中国境内依法设立(办学)的中外合作办学机构(项目)学习所获相应国(境)外学历学位证书和高等教育文凭;

  (3)在台湾地区的大学或其他高等教育机构学习所获相应学历学位证书和高等教育文凭;

  (4)在中国澳门特别行政区的大学或其他高等教育机构学习所获相应学历学位证书和高等教育文凭;

  (5)在中国香港特别行政区大学或其他高等教育机构学习所获学士以上(含学士)层次的学历学位证书和高等教育文凭。

  2.3 乙方应为学位学历证书或高等教育文凭的持有者。

  2.4 乙方提供真实、准确、适时、完整的申请资料。

  2.5 学历学位认证仅针对乙方所获得的国(境)外学历学位证书和高等教育文凭出具认证结果。

  2.6 甲方仅有权对认证内容和提供认证范围以内的项目开展认证评估工作。对非认证内容和提供认证范围以外的项目,甲方不提供服务,也不承担相关责任。

  3. 服务收费

  留服中心依据经国家发展和改革委员会确定的收费标准向学历学位认证申请者收取认证费用。

  4. 申请材料

  4.1 乙方使用网络服务时应提供的材料包括:

  4.1.1 需认证国(境)外学历学位证书和高等教育文凭;

  4.1.2 留学期间使用的旅行证件(如未出境应提供身份证或户口薄的身份页);

  4.1.3 一张二寸(或小二寸)证件照片,底色不限;

  4.1.4 已签署的国(境)外学历学位证书或高等教育文凭的核查授权申明;

  4.1.5 留服中心要求提交的其他材料。

  4.2 在认证评估的过程中,甲方可根据需要要求乙方提供补充信息和材料。

  5. 认证期限

  5.1 乙方按照甲方要求提供相关材料后可在一定期限内获得认证结果,各国(类)别所需的认证时间可在中国留学网(www.cscse.edu.cn)查询。

  5.2 如因特殊原因造成认证评估期间延长,留服中心将通知乙方,并告知评估期间延长的具体原因。

  6. 免责与赔偿声明

  6.1 因乙方提供伪造、变造等材料或不实信息导致认证结果与实际情况偏差的,甲方不承担相关法律责任。

  6.2 乙方应保障和维护甲方及其他各方的权益。乙方违反有关法律、法规或本协议而给甲方或其他人造成损失,乙方应承担由此产生的所有后果和责任。

  7. 用户授权

  7.1 乙方授权及同意甲方收集和使用甲方个人信息。

  7.2 乙方上传到本系统的除个人信息以外的文字、图片和音视频等内容,甲方具有免费使用权。

  7.3 办理国(境)外学历学位认证申请过程中,乙方授权及同意甲方使用本人的个人信息和资料,向相关学校或机构就本人学历学位的有关事项进行核查。

  同时也授权并同意相关学校或机构可就核查内容,向甲方透露有关乙方学历学位的任何记录及资料。

  7.4 办理国(境)外学历学位认证申请过程中,乙方通过国家政务服务平台,进行实人认证,在线获取到乙方十年内的出入境记录,并自愿向甲方提供此信息。

  7.5 为了提供服务而需要从第三方获取乙方信息的其他情况,甲方将要求第三方说明信息来源,并要求第三方保障其提供信息的合法性。

  7.6 如果为了提供服务而需要将乙方信息共享至第三方,甲方将评估该第三方收集信息的合法性、正当性、必要性。甲方将要求第三方对用户信息采取保护措施并且严格遵守相关法律法规与监管要求。

  另外,甲方会按照法律法规及国家标准的要求以确认协议、具体场景下的文案确认、弹窗提示等形式征得乙方同意或确认第三方已经征得乙方同意。

  8. 失信行为惩戒

  8.1 甲方将曾在国(境)外学历学位认证申请中提供虚假材料或不实信息的个人纳入“国(境)外学历学位认证失信行为黑名单”。

  8.2 甲方可与征信机构及其他有关部门共享上述黑名单,并同其他有关部门合作,推动建立针对国(境)外学历学位认证失信行为的联合惩戒制度。

  8.3 甲方可在其官方网站对乙方失信行为进行公示。

  8.4 如乙方因被纳入上述黑名单,对其个人信用带来的影响和后果,甲方不承担相关责任。

  9. 隐私声明

  9.1 甲方将严格保护乙方隐私。甲方不对外公开或向无关第三方提供乙方注册信息及乙方在使用网络服务时存储在甲方的非公开内容,但下列情况除外:

  (1)为维护留学服务中心合法权益;

  (2)事先获得乙方的明确授权;

  (3)根据有关的法律法规要求;

  (4)按照相关政府主管部门的要求;

  (5)为维护社会公众的利益;

  (6)符合其它相关要求。

  9.2 甲方可能会与第三方合作向乙方提供相关的网络服务,在此情况下,如该第三方同意承担与甲方同等的保护用户隐私的责任,甲方有权将乙方的注册资料等提供给该第三方。

  9.3 甲方有权对整个用户数据库进行分析并对用户数据库进行商业上的利用。

  10. 其他

  10.1 本协议项下所有的通知均可通过重要页面公告、移动通信、电子邮件或常规的信件传送等方式进行;此类通知于发送之日视为已送达乙方。


Overseas Credential Evaluation Service User Agreement

  • 1. Agreement Signing

    • Party A provides Party B with Internet-based services related to “Overseas Credential Evaluation” in accordance with the Agreement. Party B should agree to all terms of the Agreement and click the “I accept the above Agreement and continue the application” button during the registration process to indicate that Party B accepts and signs the Agreement.

  • 2. Service Content

    •  (1)The corresponding overseas credentials, degree certificates and higher education diplomas obtained by studying at foreign universities or other higher educational institutions;

    •  (2) The corresponding overseas credentials, degree certificates and higher education diplomas obtained by studying at Chinese-foreign cooperative education institutions (projects) legally established (running) within the territory of China;

    •  (3) The corresponding credentials, degree certificates and higher education diplomas obtained by studying at universities or other higher educational institutions in Taiwan;

    •  (4) The corresponding credentials, degree certificates and higher education diplomas obtained by studying at universities or other higher educational institutions in the Macao Special Administrative Region of China;

    •  (5) The credentials, degree certificates above bachelor’s degree (including bachelor’s degree) and higher education diplomas obtained by studying at universities or other higher educational institutions in the Hong Kong Special Administrative Region of China.

    • 2.1 The Overseas Credential Evaluation service provided by Party A is a technical evaluation and proof of the validity and authenticity of the Overseas Credential obtained by Party B and the corresponding relationship with the corresponding Credentials in China based on the application of Party B, and it is not mandatory.

    • The service is a relatively authoritative statement of objective facts to others, designed to enhance the credibility of the facts.

    • 2.2 Party A provides Evaluation Services for the following certificates:

    • 2.3 Party B shall be the holder of the credentials, degree certificates or higher education diplomas.

    • 2.4 Party B shall provide true, accurate, timely and complete application materials.

    • 2.5 For Credential Evaluation, Evaluation Results are only issued for overseas credentials, degree certificates and higher education diplomas obtained by Party B.

    • 2.6 Party A is only entitled to carry out Credential Evaluation for the evaluation content and items within the Evaluation Scope provided. Party A will not provide services or undertake relevant responsibilities for non-evaluation content or items beyond the Evaluation Scope provided.


  • 3. Service Charge

    • The Chinese Service Center for Scholarly Exchange (abbreviated as CSCSE) will charge Evaluation Service fees from the Credential Evaluation applicants according to the charging standards determined by the National Development and Reform Commission.


  • 4. Application Materials

    • 4.1.1 Overseas credentials, degree certificates and higher education diplomas to be evaluated;

    • 4.1.2 Travel documents used during the period of studying abroad (ID card or identity page of household register if Party B has not left the territory of China);

    • 4.1.3 One 35*53mm (or 33*48mm) ID photo without limitation on background color;

    • 4.1.4 One Consent Letter signed for authenticity check of overseas credentials, degree certificates or higher education diplomas;

    • 4.1.5 Other materials required by the CSCSE.

    • 4.1 Party B shall provide the following materials when using the networkservices:

    • 4.2 In the process of Credential Evaluation, Party A may request Party B to provide supplementary information and materials as necessary.  

  • 5. Evaluation Period

    • 5.1 Party B can obtain Evaluation Results within a certain period of time after providing relevant materials as required by Party A. The evaluation time required for each country (category) can be found on www.cscse.edu.cn.

    • 5.2 If the period of credential evaluation is extended due to special reasons, the CSCSE will notify Party B and inform them of the specific reasons for the extension of the evaluation period.

  • 6. Disclaimer and Compensation Statement

    • 6.1 If the Evaluation Results deviate from the actual situation due to Party B’s provision of forged, altered materials or incorrect information, Party A shall not bear the relevant legal liability.

    • 6.2 Party B shall protect and safeguard the rights and interests of Party A and other parties. If Party B violates relevant laws, regulations or the Agreement and causes losses to Party A or others, Party B shall bear all subsequent consequences and responsibilities.  

  • 7. User Authorization

    • 7.1 Party B authorizes and agrees Party A’s collection and use of Party B’s personal information.

    • 7.2 Party A is entitled to use the text, pictures, audio, videos and other content, except personal information, uploaded to the system by Party B for free.

    • 7.3 Party B authorizes and agrees Party A’s use of Party B’s personal information and data to check relevant matters relating to Party B’s credentials and degree with relevant schools or institutions in the process of applying for Overseas Credential Evaluation.

    • Party B also authorizes and agrees that relevant schools or institutions may disclose to Party A any records and data related to Party B’s credentials and degree with respect to the content to be checked.

    • 7.4 In the process of applying for Overseas Credential Evaluation, Party B will conduct real-person authentication through the National Government Service Platform, obtain its records of exit and entry within ten years online, and voluntarily provide Party A with this information.

    • 7.5 In other cases where Party B’s information needs to be obtained from a third party for service provision, Party A will require the third party to explain their information sources and guarantee the legality of the information provided.

    • 7.6 If Party B’s information needs to be shared with a third party for service provision, Party A will evaluate the legality, legitimacy and necessity of the information collected by the third party. Party A will require the third party to take protective measures for user information and strictly abide by relevant laws, regulations and supervision requirements.

    • In addition, Party A will, in accordance with the requirements of laws, regulations and national standards, obtain Party B’s consent or confirm that a third party has obtained the consent of Party B in the forms of a confirmation agreement, written confirmation in specific scenarios, popup prompts, etc. 

  • 8. Punishment for Dishonest Behavior

    • 8.1 Party A will include the individuals who have provided false materials or incorrect information in the application for Overseas Credential Evaluation into the Blacklist for Dishonest Behavior in Overseas Credential Evaluation Service.

    • 8.2 Party A may share the above Blacklist with credit reporting agencies and other relevant departments, and cooperate with other relevant departments to promote the establishment of a joint punishment system for dishonest behavior in Overseas Credential Evaluation Service.

    • 8.3 Party A may publicize Party B’s dishonest behavior on its official website.

    • 8.4 If Party B is included on the above Blacklist, Party A shall not be held responsible for the influences and consequences on Party B’s personal credit.

  • 9. Privacy Statement

    •  (1) To safeguard the legitimate rights and interests of the CSCSE;

    •  (2) Obtaining Party B’s explicit authorizationin advance;

    •  (3) In accordance with the requirements of relevant laws and regulations;

    •  (4) In accordance with the requirements of relevant government authorities;

    •  (5) To safeguard the interests of the public;

    •  (6) Meeting other relevant requirements.

    • 9.1 Party A will strictly protect the privacy of Party B. Party A shall not publicly disclose Party B’s registration information and non-public contents stored in Party A by Party B when using network services or provide them to an unrelated third party, except in the following circumstances:

    • 9.2 Party A may cooperate with a third party to provide Party B with relevant network services. In this case, Party A is entitled to provide Party B’s registration information and other data to the third party if such third party agrees to assume the same responsibility as Party A to protect user privacy.

    • 9.3 Party A is entitled to analyze the entire user database and make commercial use of it.

  • 10. Miscellaneous

    • 10.1 All notices under the Agreement may be released by important website announcement, mobile communication, e-mail, regular mail and other ways; and such notices shall be deemed to have been received by Party B at the time of delivery.
