第一章 总则
第1条【法律依据】
为提高国(境)外学历学位认证的专业化水平,保证学历学位认证的科学性、准确性、连续性和权威性,依据中华人民共和国有关法律、法规和国务院教育行政部门有关规章的规定,教育部留学服务中心(简称“留服中心”)特制定本评估办法(简称“本办法”)。
第2条 【目标】
学历学位认证工作旨在落实中华人民共和国的留学政策,促进教育国际交流,满足国(境)外学历学位证书和高等教育文凭获得者在中华人民共和国升学、就业及参加各类资格考试等实际需求;并为中华人民共和国境内工作单位和招生单位鉴别国(境)外学历学位证书及高等教育文凭提供相关咨询意见。
第3条 【原则】
留服中心遵循公开公正、客观独立、科学诚信的原则开展国(境)外学历学位认证工作。
第4条 【概念定义】
本办法所指学历学位证书和高等教育文凭为中华人民共和国有关法律法规、中华人民共和国缔结或加入的国际公约、他国有关法律法规所定义的高等教育机构所颁发的资历证书。
第5条 【认证内容】
学历学位认证的主要内容为:
(一)为国(境)外学历学位证书或高等教育文凭颁发机构的合法性提供认证;
(二)为国(境)外大学或其他高等教育机构颁发的学历学位证书,或具有学位效用的高等教育文凭的真实性提供认证;
(三)为国(境)外学历学位与我国学历学位的对应关系提出认证咨询意见;
(四)为通过认证评估的国(境)外学历学位证书或高等教育文凭出具认证书。
第6条 【提供认证范围】
留服中心仅对下述证书提供认证服务:
(一)在外国大学或其他高等教育机构学习所获相应国(境)外学历学位证书和高等教育文凭;
(二)在中国境内依法设立(办学)的中外合作办学机构(项目)学习所获相应国(境)外学历学位证书和高等教育文凭;
(三)在台湾地区的大学或其他高等教育机构学习所获相应学历学位证书和高等教育文凭。
(四)在中国澳门特别行政区的大学或其他高等教育机构学习所获得相应学历学位证书和高等教育文凭;
(五)在中国香港特别行政区的大学或其他高等教育机构学习所获学士以上(含学士)层次的学历学位证书和高等教育文凭。
第7条 【暂不提供认证范围】
以下国(境)外证书暂不在学历学位认证范围内:
(一)参加外语培训或攻读其他非学历教育课程所获得的毕(结)业证书;
(二)进修人员、访问学者的研究经历证明和博士后研究证明;
(三)国(境)外高等院校或其他高等教育机构颁发的预科证明;
(四)国(境)外非高等教育文凭、荣誉称号和无相应学习或研究经历的荣誉学位证书;
(五)违法或违规获取的国(境)外学历学位证书和高等教育文凭,以及不被所属国认可的国(境)外学历学位证书和高等教育文凭;
(六)跨境远程国(境)外学历学位证书和高等教育文凭;
(七)国(境)外各类职业(执业)资格证书;
第8条【修改条件】
留服中心可根据实际需要对学历学位认证的评估程序、办法乃至认证结果的类型、格式和内容进行相应调整。
第二章 申请与信息管理
第9条【申请方式】
国(境)外学历学位认证的申请可采用网上提交或网上提交与书面递交相结合的方式。
为方便留服中心与有关机构进行文凭证书的真实性核查,申请者在正式提交认证申请的同时需签署核查授权声明。
申请者使用留服中心提供的服务时,须在国(境)外学历学位认证系统注册并同意《国(境)外学历学位认证服务使用协议》。
第10条 【申请材料】
国(境)外学历学位认证的申请材料包括:
(一)需要认证的国(境)外学历学位证书和高等教育文凭;
(二)留学期间使用的旅行证件(如未出境应提供身份证或户口薄的身份页);
(三)一张二寸(或小二寸)证件照片;
(四)已签署的国(境)外学历学位证书或高等教育文凭的核查授权申明。
(五)留服中心要求提交的其他相关材料,或相关境外机构为配合核查要求提交的其他相关材料。
第11条【申请确认】
留服中心在接到申请者正式提交的学历学位认证申请后,会发给申请者确认通知,并告知申请者认证进度的查询方式。
第12条 【真实性申明】
留服中心有权要求申请者提供学历学位认证所需的相关信息和材料并确保其真实性、有效性和完整性。因申请者提供虚假、不完整、不准确的信息或材料而致使留服中心得出与事实不符认证结果的,申请者须独自承担由此引发的相关后果。
第13条 【补充证明】
在认证评估的过程中,留服中心可根据需要要求申请者提供补充信息和材料。
第14条 【评估期间】
留服中心根据实际情况发布和调整各国(类)别所需的评估期间。如因不可抗力造成认证评估期间延长,留服中心将通知申请者,并告知评估期间延长的具体原因。
第15条 【收费依据】
留服中心依据国家有关部门确定的收费标准向学历学位认证申请者收取认证费用。
留服中心对于因提交虚假信息或材料等原因而不能通过认证评估的申请者,不退还其认证费用。
第16条【信息保护责任】
留服中心依法保护申请者提交的学历学位认证申请材料中的非公开信息。
第三章 认证结果
第17条 【认证结果的内容】
留服中心出具的认证结果包括:
(一)国外学历学位认证书;
(二)香港、澳门特别行政区学历学位认证书;
(三)台湾地区学历学位认证书;
(四)中外合作办学学历学位认证书
(五)暂未认证通知单;
(六)留服中心出具的其他认证结果。
第18条 【救济途径】
如果申请者对认证结果持有疑议,可在收到认证结果后的12个月内申请一次免费复核,留服中心将依据本办法对认证过程及结果进行复查,并在完成后告知申请者复核结果和处理意见。
申请者在收到认证结果12个月后对认证结果提出疑议的,需按流程向留服中心重新提交认证申请,并按照学历学位认证收费标准缴纳认证费。对申请材料没有实质性重大变化的第二次认证申请,留服中心可拒绝受理。
留服中心针对同一申请仅提供一次复核。
第19条 【可在线查询期间】
留服中心在国外学历学位认证系统中于2006年1月1日以后、港澳台学历学位认证系统中于2008年8月1日以后、中外合作办学国(境)外学历学位认证系统中于2013年1月1日以后出具的认证书,可在留服中心网站上进行在线查询。
如果认证结果在网上无法查知或网上查询的信息与纸质认证结果不一致,用人单位和有关机构可通过书面来函的方式查询特定认证结果的真实性。
第20条 【客观条件的限制】
如有留服中心无法通过核查确认国(境)外学历学位证书或高等教育文凭的相关信息,或认证评估遇到阻碍的情况发生,留服中心可对相应认证申请出具暂不认证通知单。
第21条 【认证内容外的事项】
留服中心有权对认证内容和认证范围以内的项目开展认证评估工作。对非认证内容和认证范围以外的项目,留服中心不提供认证评估服务,也不承担相关责任。
第22条【认证撤销】
在认证结果出具以后如发现申请者提供了不实信息或者虚假材料,或者颁授文凭证书的机构因各种原因撤销了文凭证书,或者发生其他与已出具认证结果相违背的事实,留服中心可对相关认证申请发起复核,依据复核结果修改或撤销认证书.。
第23条 【违反真实性后果】
因申请者提供伪造、变造等虚假材料或不实信息导致认证结果与实际情况偏差的,留服中心不承担相关责任,并依据《关于国(境)外学历学位认证申请材料涉假行为的处理办法(试行)》,拒绝受理涉事人员提出的任何认证申请,并保留诉诸公安机关依法追究涉事人员法律责任的权利。
涉假行为申请人将被纳入“国(境)外学历学位认证涉假行为黑名单”,留服中心与征信机构及其他相关部门共享相关信息,并针对国(境)外学历学位认证涉假行为建立联合惩戒制度。
第四章 其他
第24条 【解释权】
教育部留学服务中心对本办法拥有最终解释权
第25条 【施行时间及效力】
本办法自发布之日起施行。
本办法系依据2009年12月30日发布的《教育部留学服务中心国(境)外学历学位认证评估标准(试行)》(简称“《标准》”)修订。
留服中心在本办法生效前出具的认证结果仍适用《标准》。本办法生效后尚未完结及新提交的所有相关申请均适用本办法。
本办法生效后,留服中心之前出具的认证结果如需复核,不符合《标准》的,留服中心可依照本办法执行;符合《标准》的,留服中心依照《标准》执行。
Provisions on the Evaluation of Overseas Credentials of Chinese Service Center for Scholarly Exchange (implemented from January 1, 2018)

Chapter I General Provisions
Article 1 [Legal basis]
In order to improve the professional level of Overseas Credential Evaluation and guarantee the scientificity, accuracy, continuity and authoritativeness of Credential Evaluation, the Chinese Service Center for Scholarly Exchange (hereinafter referred to as “Service Center”) hereby formulates the Evaluation Provisions (hereinafter referred to as the “Provisions”) in accordance with the provisions of relevant laws and regulations of the People's Republic of China (PRC) and relevant rules of education administrative departments under the State Council.
Article 2 [Goal]
The Credential Evaluation work aims to implement the study-abroad policy of the PRC, promote international exchanges in education, satisfy the actual demands of the holders of overseas credentials, degree certificates and higher education diplomas for enrolment, employment and participation in various qualification exams in the PRC, and provide relevant advisory opinions for work units and enrolment units within the territory of the PRC to identify overseas credentials, degree certificates and higher education diplomas.
Article 3 [Principle]
The Service Center carries out its Overseas Credential Evaluation work based on the principles of openness and fairness, objectivity and independence, scientific accuracy and honesty.
Article 4 [Concept definition]
The credentials, degree certificates and higher education diplomas referred to in the Provisions are qualification certificates which are defined by related laws and regulations of the PRC, international conventions concluded or joined by the PRC, as well as related laws and regulations of other countries and issued by higher educational institutions.
Article 5 [evaluation contents]
The main contents of Credential Evaluation include:
Provide evaluation of the legality of issuing agencies of overseas credentials, degree certificates and higher education diplomas;
Provide evaluation of the authenticity of degree certificates and higher education credentials with the function of an academic degree issued by overseas universities or other higher educational institutions;
Provide advisory opinions on the corresponding relationship between overseas credentials and degrees and Chinese academic credentials and degrees;
Issue Evaluation Reports for overseas credentials, degree certificates or higher education diplomas which have passed evaluation.
Article 6 [Evaluation scope provided]
The Service Center only provides evaluation services for the following certificates:
(1) The corresponding overseas credentials, degree certificates and higher education diplomas obtained by studying at foreign universities or other higher educational institutions;
(2) The corresponding overseas credentials, degree certificates and higher education diplomas obtained by studying in Chinese-foreign cooperative education institutions (projects) legally established (running) within the territory of mainland China;
(3) The corresponding academic credentials, degree certificates and higher education diplomas obtained by studying at universities or other higher educational institutions in Taiwan;
(4) The corresponding academic credentials, degree certificates and higher education diplomas obtained by studying at universities or other higher educational institutions in the Macao Special Administrative Region of China;
(5) The academic credentials, degree certificates above bachelor’s degree (including bachelor’s degree) and higher education diplomas obtained by studying at universities or other higher educational institutions in the Hong Kong Special Administrative Region of China.
Article 7 [Evaluation scope not provided temporarily]
The following overseas certificates are temporarily beyond the scope of Credential Evaluation:
Graduation (completion) certificates obtained by participating in foreign language training or studying other non-degree education courses;
Research experience proofs and postdoctoral research proofs of further education personnel and visiting scholars;
Preparatory course proofs issued by overseas institutions of higher learning or other higher educational institutions;
Overseas non-higher education diplomas, honorary titles and honorary degree certificates that do not require relevant learning or research experience;
Overseas credentials, degree certificates and higher education diplomas obtained illegally or against the rules, and overseas credentials, degree certificates and higher education diplomas not recognized by the home country;
Cross-border distance learning overseas credentials, degree certificates and higher education diplomas;
Various overseas vocational (practicing) qualification certificates.
Article 8 [Amendment condition]
The Service Center may make corresponding adjustments in its evaluation procedures and method of credential evaluation, as well as in the type, format and content of evaluation results according to actual demands.
Chapter II Application and Information Management
Article 9 [Application method]
The Overseas Credential Evaluation can be applied for in the form of an online submission or an online submission combined with a written submission.
In order to facilitate the Service Center’s verification of the authenticity of diplomas and certificates with relevant organs, the applicant should sign the verification Consent Letter when formally submitting the evaluation application.
The applicant must register on the Overseas Credential Evaluation system and agree the Overseas Credential Evaluation Service User Agreement when using the services provided by the Service Center.
Article 10 [Application materials]
The application materials for Overseas Credential Evaluation include:
Overseas credentials, degree certificates or higher education diplomas to be evaluated;
Travel documents used during the period of studying abroad (ID card or the identity page of household register if the applicant has not left the country);
One 35*53mm (or 33*48mm) ID photo;
Verification Consent Letter signed for overseas credentials, degree certificates or higher education diplomas;
Other related materials required by the Service Center, or other related materials submitted by relevant overseas agencies to cooperate in verification requirements.
Article 11 [Application confirmation]
After receiving the Credential Evaluation application formally submitted by the applicant, the Service Center will send the Confirmation Notice to the applicant, and inform the applicant of its progress in the evaluation inquiry.
Article 12 [Authenticity statement]
The Service Center is entitled to ask the applicant to provide relevant information and materials necessary for credential evaluation and ensure their authenticity, effectiveness and integrity. If the Service Center suspects that the evaluation results are inconsistent with the facts due to the provision of false, incomplete and inaccurate information or materials by the applicant, the applicant must undertake the resulting consequences by himself/herself.
Article 13 [Supplementary proof]
The Service Center may request the applicant to offer supplementary information and materials as required during the process of evaluation.
Article 14 [Evaluation period]
The Service Center releases and adjusts the evaluation period necessary for each country (category) as the case may be. If the evaluation period is extended due to force majeure, the Service Center will notify the applicant and inform the specific reasons for the extension of the evaluation period.
Article 15 [Charging basis]
The Service Center charges evaluation service fee from Credential Evaluation applicants according to the charging standards determined by related national departments.
The Service Center will not return the evaluation service fee to the applicant who cannot pass evaluation due to the submission of false information or materials or other reasons.
Article 16 [Information protection liability]
The Service Center protects non-public information in Credential Evaluation application materials submitted by the applicants according to law.
Chapter III Evaluation Results
Article 17 [Contents of evaluation results]
The evaluation results issued by the Service Center include:
Overseas credentials evaluation report;
Evaluation report of credentials from the Hong Kong and Macao Special Administrative Regions;
Evaluation report of credentials from Taiwan;
Evaluation report of credentials from Chinese-foreign cooperative education establishments;
Notice of non-evaluation temporarily;
Other evaluation results issued by the Service Center.
Article 18 [Relief approach]
If the applicant is dissatisfied with the evaluation results, he/she can apply for one free evaluation review within 12 months after receiving the evaluation results, and the Service Center will review the evaluation process and results based on the Provisions, and inform the applicant of the review results and handling suggestions after completion.
If the applicant raises an objection to the evaluation results after 12 months following the receipt of evaluation results, he/she should resubmit the evaluation application to the Service Center according to procedure, and pay the Evaluation Service Fee based on the Credential Evaluation charging standards. The Service Center may refuse to accept the second evaluation application if there are no substantial major changes in application materials.
The Service Center only provides one evaluation review for the same application.
Article 19 [Period of online inquiry]
For Evaluation Reports issued in Overseas Credential Evaluation systems after January 1, 2006, in the Credential Evaluation systems of Hong Kong, Macau and Taiwan after August 1, 2008 and in Overseas Credential Evaluation systems of Chinese-foreign cooperative education establishments after January 1, 2013, the applicant may conduct an online inquiry on the Service Center website.
If the evaluation results cannot be found on the internet or the information found online is inconsistent with paper evaluation results, the employing units and relevant organs may inquire as to the authenticity of specific evaluation results in writing.
Article 20 [Limitation of objective conditions]
In cases where the Service Center cannot confirm the relevant information of overseas credentials, degree certificates or higher education diplomas through verification, or evaluation encounters an obstacle, the Service Center can issue the notice of non-evaluation temporarily to the corresponding evaluation application.
Article 21 [Matters beyond evaluation content]
The Service Center is entitled to carry out evaluation work on evaluation content and items within the evaluation scope. For non-evaluation content and items beyond the evaluation scope, the Service Center will not provide evaluation services or assume relevant liabilities.
Article 22 [Evaluation revocation]
If it is found that the applicant provided inaccurate information or false materials after the issuance of evaluation results, or institutions issuing or awarding diplomas or certificates revoked diplomas or certificates for different reasons, or other facts contrary to the issued evaluation results, the Service Center may initiate a evaluation review of the related evaluation application, and modify or revoke evaluation results based on the review results.
Article 23 [Consequences of violation against authenticity]
If the evaluation results deviate from the actual situation due to the applicant’s provision of forged, altered or other false materials or incorrect information, the Service Center shall not bear the related liability; refuses to accept any evaluation application proposed by involved personnel in accordance with the Disposal Method for Dishonest Behavior in Overseas Credential Evaluation Service Application Materials (Trial); and reserves the right to resort to public security organs to investigate the legal liability of involved personnel according to law.
Applicants involved in dishonest behavior will be included in the Blacklist for Dishonest Behavior in Overseas Credential Evaluation Service, and the Service Center will share the relevant information with credit reporting agencies and other relevant departments, and build a joint punishment system for dishonest behavior in Overseas Credential Evaluation.
Chapter IV Miscellaneous
Article 24 [Power of interpretation]
The Chinese Service Center for Scholarly Exchange has the final power of interpretation for the Provisions.
Article 25 [Implementation time and effect]
The Provisions shall be implemented as of the date of release.
The Provision is the amendment to the Overseas Credential Evaluation Service Standard (Trial) of Chinese Service Center for Scholarly Exchange (abbreviated as the “Standard”) released on December 30, 2009.
The evaluation results issued before the Provision comes into force are still applicable to the Standard. All related applications unfinished after the Provision comes into force and newly-submitted are applicable to the Provision.
After the Provision comes into force, if the evaluation results previously issued by the Service Center require review, the Service Center can execute this according to the Provision if they don’t comply with the Standard, and will execute it according to the Standard if they comply with the Standard.
